SkillsFuture, PSEA and UTAP Funding for the IFPA PFT Course

The published fee for the IFPA Certified Personal Fitness Trainer seminar is S$899. For the ordinary checkout route, the sequence is SSG course funding first, SkillsFuture Credit second, cash payment third, and UTAP reimbursement only after course completion. The seminar is also PSEA-approved. PSEA is arranged separately through MOE before payment, so it is not inserted as a fixed deduction in the examples below.

The reason the fee looks different depending on who you ask is that three separate funding mechanisms sit on top of each other, each with its own rules. Understanding the order they apply in is the whole trick.

Example 1: Singapore Citizen or PR, under 40

  • Full course fee: S$899
  • SSG course funding (50%): S$449.50
  • Nett fee after SSG: S$449.50
  • Illustrative SkillsFuture Credit used by an eligible Singapore Citizen: S$200
  • Balance paid at checkout: S$249.50
  • Estimated UTAP after completion (50% of S$249.50): S$124.75
  • Estimated final out-of-pocket after UTAP: S$124.75

Example 2: Singapore Citizen aged 40 and above

  • Full course fee: S$899
  • SSG course funding (70%): S$629.30
  • Nett fee after SSG: S$269.70
  • Illustrative SkillsFuture Credit used: S$100
  • Balance paid at checkout: S$169.70
  • Estimated UTAP after completion (50% of S$169.70): S$84.85
  • Estimated final out-of-pocket after UTAP: S$84.85

How the checkout funding layers stack

SSG course funding is applied first: 50% of the full S$899 fee for Singapore Citizens and PRs under 40, or 70% for Singapore Citizens aged 40 and above. This is a subsidy on the course fee itself, so it reduces what you owe before anything else is considered.

Eligible Singapore Citizens choose how much SkillsFuture Credit to use against the nett fee before payment. The invoice records that amount, and checkout charges only the remaining balance. SkillsFuture Credit is not cash paid by the learner, so it does not form part of the later UTAP calculation.

UTAP is then claimed through the NTUC U Portal after course completion. Subject to NTUC eligibility, it reimburses 50% of the amount the learner actually paid after SkillsFuture Credit, capped at S$250 a year if under 40 or S$500 a year if aged 40 or above. If SkillsFuture Credit covers the whole nett fee, the cash payment is S$0 and there is no UTAP reimbursement to claim.

Using PSEA instead

The IFPA PFT seminar is approved for PSEA use. Contact Carbyne Education before paying: MOE permits either a Standing Order established through the Student Finance System with Singpass or a one-off ad hoc withdrawal application arranged through the institution. Tell Carbyne after establishing a Standing Order; a parent or legal guardian submits for an account holder below 21. The usable amount depends on the available PSEA balance and MOE processing, so PSEA is not an automatic checkout discount or a refund after payment.

The difference between a subsidy and your own credit

It's worth being precise here, because the two are easy to confuse. The SSG course funding is a genuine subsidy — the government pays part of the fee, so the fee is smaller. SkillsFuture Credit is money already sitting in your account that you can choose to spend on an approved course. A course can be eligible for you to spend your credit on without carrying an SSG subsidy at all, which is why "SkillsFuture-eligible" and "subsidised" are not the same claim. The IFPA seminar carries the actual subsidy, and you can still use your credit on the balance.

What to have ready so verification is quick

Because the amounts above depend on your specific profile, admin confirms them against evidence before your enrolment is marked Confirmed. Have your NRIC or FIN, proof of citizenship or PR status, and — if you plan to claim it — your NTUC membership details ready. Check your available SkillsFuture Credit before applying. If you intend to use PSEA, contact Carbyne before payment rather than completing online checkout first.

Why these are worked examples, not guarantees

Funded delivery is subject to SSG course funding approval, and the amounts above are estimates until admin verifies your eligibility, fee evidence, and current funding treatment. The admissions page calculates the expected balance, emails a PDF invoice after submission, and sends any cash balance to secure card or PayNow checkout.

What if you're not eligible for the full stack

Not everyone qualifies for every route. If you are not an NTUC member, you skip UTAP but may still receive the eligible SSG subsidy and, if you are a Singapore Citizen aged 25 or above, use SkillsFuture Credit on the nett fee. PSEA use depends on having available PSEA funds and MOE processing. Permanent Residents may qualify for the under-40 SSG rate but cannot use SkillsFuture Credit.

Foreigners and anyone who does not meet the funding criteria pay the published S$899 fee. The point of the application step is to calculate the sequence before payment, so your invoice and checkout balance reflect the declarations you have made rather than a generic table.

If your citizenship, age band, or NTUC membership doesn't match either example above, the admissions team can work through your specific numbers as part of the application process. The safest approach is always to get your funding position confirmed in writing before you pay anything, which is exactly how the application flow is designed to work.
