PSEA for Approved Training: Why a Declaration Is Not MOE Authorisation

PSEAFundingMOE

If you hold a Post-Secondary Education Account (PSEA), a course application may ask how much you want to put toward the fee. That number matters, because it changes the balance you are asked to pay at checkout. But it is a declaration of intent, not a completed funding transaction. Between declaring an amount and the money reaching the training provider, MOE has to process a request and you have to authorise it. That gap is where learners get caught out.

What PSEA actually is

PSEA is an MOE-administered account that can be used for approved courses at approved institutions. Whether a particular course qualifies, and how much is in your account, are individual to you. Only you can see your own balance. A course being generally PSEA-eligible does not tell you what your balance is or how much MOE will release.

Two steps, two different actors

StepWho actsWhat it isWhat it is not
Declare an amount on the applicationLearnerA statement of how much PSEA you want to use; the fee estimate and checkout balance adjustNot a payment, and not an MOE approval
Submit the withdrawal request to MOETraining providerThe provider asks MOE to draw on your account for the courseNot something the learner can do directly
Authorise the withdrawalLearner, or a parent or guardian for an account holder below 21You confirm the withdrawal with Singpass in the MOE Student Finance SystemNot automatic: no authorisation means no funds are released
Release funds to the providerMOEFunds are released after attendance evidence is confirmedNot a cash refund paid to the learner

Check your balance before you declare

Because only you can see your balance, check it before you commit to an amount. Log in to the MOE Student Finance System with Singpass, or contact MOE if you cannot access it. Declaring more than is available does not create funds; it just means a shortfall later, which you remain responsible for paying.

The Student Finance System is where PSEA account holders check balances and authorise withdrawals. Open the MOE Student Finance System guide

The authorisation step people miss

Once the provider submits the request, MOE notifies you to authorise the withdrawal. You must do this yourself, within the window MOE gives you. Carbyne's published guidance is that the window is 10 calendar days; if it lapses, MOE rejects the request automatically and does not send a reminder. Watch for the notification, check your spam folder, and authorise as soon as it arrives. For an account holder below 21, a parent or legal guardian authorises instead.

What a declaration is, and is not

  • It is: an instruction that shapes your fee estimate and the balance collected at checkout
  • It is not: a transfer of funds, an approval, or evidence that the course is paid
  • It is: something the training provider needs in order to submit the withdrawal request
  • It is not: something the learner can submit to MOE directly

Do not pay the PSEA portion yourself

If you intend to use PSEA, declare the amount and let checkout collect only the balance. Do not pay the PSEA portion in cash and expect to be reimbursed. PSEA is not a post-payment refund to the learner; where a refund is due, it is returned to the PSEA account through MOE, and a claim made on Day 1 attendance cannot be refunded to you in cash if you later leave the course. That is exactly why the declaration has to be right before payment.

An illustrative example

Suppose a learner declares S$500 from PSEA on a course application. Checkout then collects the fee balance after that amount, not the full fee. If MOE later reserves less than S$500 - because the balance was lower, or because a rule limits use on that course - the difference becomes payable by the learner. The S$500 here is purely illustrative; it is not a balance figure, a limit, or a quote for any Carbyne course.

Getting the official instructions

MOE publishes the withdrawal form and instructions used for approved courses, and the guidance on who may submit and authorise. Read MOE's PSEA withdrawal instructions

The practical takeaway is a sequence: confirm approval and your balance, declare the right amount when you apply, watch for MOE's notification, and authorise within the window. Treat the declaration as the start of the process, not the end of it.
